ADMINISTRATIVE ORDER NO. 56-12-02 <br />of the <br />Chief of Police <br />City of Eugene, Oregon <br />DELEGATING TO THE EPD TECHNICAL SERVICES DIVISION MANAGER <br />THE AUTHORITY TO ESTABLISH DISPATCH CONTRACT RATES. <br />The Chief of Police of the City of Eugene finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, the City <br />Manager is designated as the administrative head of the City, specifically authorized to appoint and <br />remove all employees (except as otherwise provided in the Charter), organize, and, as deemed necessary, <br />disband and reorganize various City departments, and to enforce all ordinances of the City. <br />B. The City of Eugene provides Fire/EMS dispatching services for 17 agencies in Lane <br />County. The agencies enter into an agreement with the City of Eugene agreeing to pay the City an annual <br />Fire/EMS Dispatch Service fee. The fees are calculated annually based on a formula that utilizes each <br />jurisdiction's actual calls dispatched, per capita population, and assessed property value. In addition, <br />mid -year rate adjustments are occasionally necessary to compensate for unforeseen events such as <br />dissolution of districts, consolidation or withdrawal from the contract, and joint investment in additional <br />infrastructure (such as radio infrastructure). <br />C. On April 9, 2012, the City Manager issued Administrative Order No. 21 -12 -06 delegating <br />to me or my designee the authority to establish the formula for calculating annual Fire/EMS Dispatch <br />Service rates since emergency dispatch services are handled by the Eugene Police Department and, based <br />on that formula, determine the annual Fire/EMS Dispatch Services rates and any mid -year adjustments to <br />those rates. <br />D. It would be most efficient and in the public interest for these duties to be delegated to the <br />Eugene Police Department Technical Services Division Manager. <br />NOW, THEREFORE, the Chief of Police of the City of Eugene orders and directs that: <br />1. , The above findings are adopted. <br />2. The Eugene Police Department Technical Services Division Manager is authorized to <br />establish the formula for calculating annual Fire/EMS Dispatch Service rates and, based on that formula, <br />determine establish the formula the annual Fire/EMS Dispatch Services rates and any mid -year <br />adjustments to those rates. <br />3.
