Councilor Taylor appreciated the work of the students on the housing standards issue. She felt the subject of housing standards to be very important. She advocated for taking action that affected the University of Oregon campus during the school year. Councilor Meisner joined his colleagues in thanking Capt. Buchanan for his service. He was proud to have worked with him. Councilor Meisner expressed his support for making housing standards a high priority. He also thought, given the slowness of the ordinance and ordinance revision process, public hearings would likely take place during the school year. He opined that having the work session in June might have actually moved action on the issue up. He felt that it was not the housing standards per se that were of greatest concern, but rather how enforcement would occur. He noted that there had been flurry of phone messages and emails in the last several weeks, adding that prior to this activity, he had received one complaint in seven years regarding housing standards. Councilor Poling congratulated Capt. Buchanan on a job well done. Councilor Poling thanked Mr. Hansen for bringing housing standards to his attention. He thought the discussion would focus on developing a program to facilitate action on substandard housing. He noted that he had been a poor student in substandard housing at one point in his life. Mayor Torrey described one of the first houses he and his wife had rented, noting that it was a refurbished garage and without heat. He opined that Councilor Nathanson's motion had been the most expedient way to handle the issue. Mayor Torrey asked Ms. Melton to call his office and ensure that she, as student body president, was included on the list of interested parties. He supported holding hearings when all affected parties would be in attendance, i.e., during the school year. He stressed that all people were heard at the Public Forum, adding that this was the first time he had seen so many University of Oregon students in the Council Chamber. Mayor Torrey stated that he had seen a great deal of student participation one other time, when the After- School Initiative was being voted upon. He credited the students for being part of the momentum that passed the initiative. 3. CONSENT CALENDAR A.
