affirmed this to be so. <br /> <br />Mayor Torrey declared he would not second-guess the City staff who had conducted the appraisal. He <br />commented that a simple amendment could make the lease failsafe. He agreed that liability was a major <br />concern, but stressed that the City had staff who dealt with leases all of the time. He reiterated his <br />confidence that these issues could be resolved. <br /> <br />Ms. Bettman reiterated her previous concerns. <br /> <br />Mr. Meisner asked staff to provide a history of the updates to the master plan and who approved them. <br /> <br /> Mr. Meisner, seconded by Mr. Poling, moved to table the motion until February 9, <br /> 2004.
