ADMINISTRATIVE ORDER NO. 21-12-08
of the City Manager
NAMING A MUNICIPAL COURT MEETING ROOM IN HONOR OF
FERN ENG.
The City Manager of the City of Eugene finds that:
A. The City of Eugene's Naming Policy adopted by Council Motion on September
27, 2010, grants to the City Manager the authority to name public meeting rooms.
B. On June 7, 2012, Eugene Municipal Court relocated from City Hall to the
remodeled Roberts Building. Included in the new facility are two conference rooms dedicated
for court appointed attorney purposes.
C. On June 21, 2012, I notified the Mayor and City Council of my intention to name
the large Municipal Court meeting room the "Fern Eng Attorney Meeting Room" in order to
honor Ms. Eng's 30 years of service in Municipal Court as a valued defense attorney. Ms. Eng
has represented thousands of defendants over the years and has been vitally important to the
success of Municipal Court and its mission. She frequently worked with in- custody defendants
at Lane County Adult Corrections, was the primary defense attorney for Mental Health Court
and contributed to many other Court programs and services. Earlier in her career, Ms. Eng was
involved in federal cases to help protect the constitutional rights of Japanese - Americans. She
had the unique ability to represent a wide variety of people, provide them with sound legal
advice, and efficiently negotiate settlements that were acceptable to the Court, the prosecutor and
the defendant. Ms. Eng's tenure with the Court recently came to an end due to a terminal illness.
Her absence from the Court is already deeply missed. Recognition for her contributions is
appropriate and consistent with the City's values and policies.
D. The Mayor and majority of the City Council have approved of the naming of the
large Municipal Court meeting room as the "Fern Eng Attorney Meeting Room."
NOW, THERFORE,
The City Manager of the City of Eugene orders and directs that the large Municipal
Court meeting room is hereby named the "Fern Eng Attorney Meeting Room."
Dated and effective this 25 day of June, 2012.
Jon R.
