Mayor Torrey concluded his eighth State of the City address by again quoting Robert Frost: <br /> <br />';The woods are lovely, dark and deep. <br /> <br />But I have promises to keep, <br /> <br />And miles to go before I sleep". <br /> <br />Mayor Torrey asked God to bless the men and women of the United States armed services wherever they <br />were serving around the world.
