(4) Penalties Collected.Alladministrative civil penalties collected pursuant to section 6.995 of this code for violation of this section shall be deposited into the city’s solid waste license fund to help defray the cost of outreach, education, and enforcement. Section 2. The City Recorder, at the request of, or with the consent of the City Attorney, is authorized to administratively correct any reference errors contained herein, or in other provisions of the Eugene Code, 1971, to the provisions added, amended or repealed herein. Section 3. The city manager is directed to: (1) offer low cost, reusable bags to low income persons for up to 18 months from the effective date of this Ordinance; and (2) establish an outreach and education initiative through the waste prevention program. The outreach shall include the establishment ofa webpage containing information concerning the provisions of this ordinance, the process for acquiring reusable bags,and the location(s) at which reusable bags may be acquired. Section 4. Enforcement of this Ordinance shall begin 90 days after its adoption to allow time for community education and to allow businesses sufficient time to implement the program.
