rules may addressbut are not limited to the establishment of <br />procedures, policies and operating practices which are required for <br />implementation of this section. <br />(4) <br />Penalties Collected.Alladministrative civil penalties collected <br />pursuant to section 6.995 of this code for violation of this section shall <br />be deposited into the city’s solid waste license fund to help defray the <br />cost of outreach, education, and enforcement. <br />Section 2. <br /> The City Recorder, at the request of, or with the consent of the City <br />Attorney, is authorized to administratively correct any reference errors contained herein, <br />or in other provisions of the Eugene Code, 1971, to the provisions added, amended or <br />repealed herein. <br />Section 3. <br />The city manager is directed to: (1) offer low cost, reusable bags to <br />low income persons for up to 18 months from the effective date of this Ordinance; and <br />(2) establish an outreach and education initiative through the waste prevention program. <br />The outreach shall include the establishment ofa webpage containing information <br />concerning the provisions of this ordinance, the process for acquiring reusable bags,and <br />the location(s) at which reusable bags may be acquired. <br />Section 4. <br />Enforcement of this Ordinance shall begin 90 days after its adoption to <br />allow time for community education and to allow businesses sufficient time to implement <br />the program. <br />Passed by the City Council thisApproved by the Mayor this <br />___ day of _______________, 2012____ day of _______________, 2012 <br />_________________________________________________________ <br />City RecorderMayor <br />Ordinance -Page 3of 3 <br />
