ECC
UGENE ITY OUNCIL
AIS
GENDA TEM UMMARY

Appointment to Lane Regional Air Protection Agency

Meeting Date: July 23, 2012 Agenda Item Number: 2E
Department: City Manager’s Office Staff Contact: Beth Forrest

www.eugene-or.gov Contact Telephone Number: 541-682-5882
____________________________________________________________________________________

ISSUE STATEMENT
This is an action item to appoint a member to the Lane Regional Air Protection Agency (LRAPA).

BACKGROUND
The Lane Regional Air Protection Agency was created in 1968 to achieve and maintain clean air in
Lane County, Oregon in a manner consistent with local priorities and goals. With the support of its
member entities, which include Lane County and the cities of Eugene, Springfield, Cottage Grove and
Oakridge, LRAPA carries out its mission to protect and enhance air quality through a combination of
regulatory and non-regulatory programs and activities.

The LRAPA Board of Directors is a nine-member board which meets monthly to establish policy and
adopt agency regulations. Board members are appointed by their respective city councils and the Lane
County Board of Commissioners.

Current membership includes four representatives from the city of Eugene, one each from Lane County
and the city of Springfield; one from either the city of Cottage Grove or city of Oakridge; and two at-
large members, one a resident of an area of the county outside the city limits of any of the partner cities
and the other a resident of Springfield.

The Mayor nominates and the City Council appoints representatives to the Lane Regional Air
Protection Agency. On July 16, 2012, Mayor interviewed the only applicant for the one open position
on LRAPA and forwarded his name for nomination.

The term for this position will begin immediately upon appointment on July 23, 2012 and will expire
June 30, 2015.

RELATED CITY POLICIES
The boards, committees and commissions serve as advisory bodies to the City Council in the
development of various City policies.

S:\CMO\2012 Council Agendas\M120723\S1207232E.doc
