MINUTES <br />Eugene City Council <br />McNutt Room —City Hall <br />777 Pearl Street Eugene, Oregon <br />April 11, 2012 <br />Noon <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Andrea Ortiz, George Poling, <br />Mike Clark, Chris Pryor, Alan Zelenka. <br />COUNCILORS ABSENT: Betty Taylor. <br />Her Honor Mayor Kitty Piercy called the April 11, 2012, work session of the Eugene City Council to <br />order. <br />Mr. Pryor asked the manager to prepare a memorandum for the council regarding a recent newspaper <br />report about a neighborhood association that suggested a developer make a contribution to the association <br />to avoid an appeal of the developer's project. Mr. Pryor wanted to know the City's position on that issue <br />and noted that he had received many constituent contacts expressing concerns about what looked like <br />extortion to some people. As Mr. Pryor believed that it would take more than two hours for staff to <br />prepare a response, he requested council endorsement of his request. <br />Mr. Pryor, seconded by Ms. Ortiz, moved to ask the city manager to prepare a <br />memorandum outlining what the council'had been talking about in terms of an <br />investigation of allegations or claims that a neighborhood organization, acting in its <br />official capacity, is requiring the payment of money by developers in order to approve or <br />agree to their requested development. The motion passed, 6:2; Ms. Taylor and Mr. <br />Brown voting no. <br />A. WORK SESSION: <br />Opportunity Eugene Report and Recommendations <br />Community Programs Analyst Michael Wisth was present for the item. He was joined by Claire Syrett, <br />Dan Bryant, David Mandelblatt, and Michael Carrigan of the Opportunity Eugene Task Force. <br />Mr. Wisth led the council through a PowerPoint presentation that provided background on the <br />membership and charge of the task force and highlighted the task force's recommendations: <br />• Identify and establish potential sites. <br />• Create and support day use community centers. <br />• Improve traditional and non - traditional health care access. <br />• Continue and expand existing services to the homeless. <br />• Improve laws and ordinances that criminalize and block homeless individuals. <br />• Create a commission to continue to explore homelessness solutions. <br />MINUTES— Eugene City Council April 11, 2012 Page 1 <br />Work Session <br />
