Greg Morgan and Brad Roulette were introduced. They spoke to the history of the current downtown <br />building and its previous uses, noting one of the biggest issues LCC faces with this building is deferred <br />maintenance. <br /> <br />Several re-use options for the current downtown facility were presented, including: <br /> <br />1. Sell property outright <br />2. Continue to use the building for LCC purposes <br />3. Lease the building and individual spaces <br />4. Use for incubator businesses, mixed-use <br />5. Lease of land and building options on longer-term basis <br /> <br />Suggestions from councilors and LCC Board members included: <br /> <br /> Use existing building as a youth center <br /> <br /> Consider Regional Prosperity Plan and think about ways to incorporate community needs into <br />plans for future uses. <br /> <br /> Maintain open communications (ongoing) as the new housing development occurs and as <br />students begin classes in the new building. <br /> <br />City Manager Ruiz noted that the Eugene Police will have a sub-station in the new building. <br /> <br />Sonya Christian was introduced and provided information about the Master Plan. Ms. Christian talked <br />th <br />about the future planning of the main LCC campus site at 30 Avenue, highlighting the following: <br /> <br /> Wetlands protection and restoration <br /> <br /> UGB discussion – might include Russell Creek Basin <br /> <br /> Rezoning Goshen to Industrial. (Increased traffic on I-5 is highly possible if this happens) <br /> <br /> Proposed new EMX route from Main Street up McVay Highway to the school <br />th <br /> I-5 and 30 Avenue Interchange - critical to reprioritize which road projects are funded. <br /> <br /> Glenwood Refinement Plan – could bring new commercial and business opportunities <br /> <br /> Oakhill School Long Range Planning - submitted a building permit to add two new <br />buildings on that site. <br /> <br /> 40% increase in student enrollment over the past three years has resulted issue with parking <br />and public transportation. <br /> <br />The group talked briefly about how to speed up EmX implementation to get more lines in more places. <br />Several people expressed hope of initiating multiple EmX lines at one time. <br /> <br />Interim Planning Director Carolyn Burke gave a presentation about Envision Eugene, noting that the <br />Russell Creek Basin area was among the areas discussed during this process.
