ACTIONAn Ordinance Vacating a Portion of High Alley, Located Between East Broadway and East <br />: <br />Broadway Alley (VRI 12-2) <br /> <br /> <br />Councilor Brown, seconded by Councilor Farr, moved to adopt Council Bill 5075, an ordinance vacating <br />the segment of High Alley between East Broadway and East Broadway Alley. The motion passed, 7-0. <br /> <br />2. PUBLIC FORUM <br /> <br /> <br /> <br />Jill Winans <br /> , Ward 2, No Kill Community Coalition, voiced concerns about Animal Services and changes at <br />Greenhill. <br /> <br />Marti Black <br /> ,Ward 2, expressed concerns and animal care standards and dog walking. <br /> <br />Bob Cassidy <br /> , Ward 3, suggested requiring a weatherization audit prior to sale of all houses in Eugene. <br /> <br />Helen Liguori <br /> , Ward 2, spoke about the homeless population in Eugene and requested funding for public <br />toilets. <br /> <br />Peter Grotticelli <br /> spoke about Police and harassment of vagrants noting that the homeless need a place to <br />live. <br /> <br />Jean Stacy <br /> , Ward 1, spoke about Opportunity Village, noting that land is needed to help economic <br />refugees. <br /> <br />Michael Carrigan <br /> , Ward 7, Opportunity Village, asked for quick action to help the unhoused before <br />winter sets in. <br /> <br />Robin Bloomgarden <br /> spoke about the DPSZ and criticized EPD’s data on DPSZ. <br /> <br />Joe Tyndall, <br /> Ward 1, spoke about the homeless in Eugene, noting issues of fairness, legality and targeting. <br /> <br />Eugene Drix <br /> spoke about new things that are happening in his neighborhood. <br /> <br />Diane Bolte-Silverman <br /> spoke about animal issues, noting that Animal Services was understaffed. <br />st <br />Lisa Warnes <br /> , Ward 2, 1 Avenue Shelter, stated that animals are not getting quality care. <br /> <br />John Jordan-Cascade <br /> , Ward 5, Beyond Toxics, expressed concerns health issues related to coal trains. <br /> <br />Karen Beasley <br /> , Ward 6, spoke against coal trains and in support of a City Council resolution against coal <br />trains. <br /> <br />Alley Valkyrie <br /> , Ward 1, expressed concern about her arrest last year and wants EPD to be accountable for <br />its actions. <br />MINUTES – Eugene City Council September 10, 2012 Page 1 <br />Regular Meeting <br /> <br />
