Sam Kamkar <br />www.eugene-or.gov Contact Telephone Number: 541-682-5436 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />Currently bicycles are prohibited on the sidewalks in the downtown core. This proposed ordinance <br />clarifies that law enforcement personnel are exempt from this prohibition. <br /> <br /> <br />BACKGROUND <br /> <br /> Section 5.400 of the Eugene Municipal Code specifies that “No person may ride a bicycle on a sidewalk <br />in that area bounded by the outer limits of Charnelton Street on the west, 6th Avenue on the north, Pearl <br />Street on the east, and 11th Avenue on the south”. This ordinance clarifies that law enforcement <br />personnel are exempt from this prohibition. <br /> <br /> <br />RELATED CITY POLICIES <br />This topic relates to the Safe Community Vision: A community where people feel safe, valued and <br />welcome, and increased downtown development, as well as support for small and local businesses. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br /> <br />1.The City Council can vote to approve the ordinance; or <br /> <br />2.The City Council can vote to not approve the ordinance; or <br /> <br />3.The City Council can vote to amend the ordinance. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends the City Council vote to approve the ordinance. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />I move the City Council adopt Council Bill 5076, concerning exempting certain law enforcement <br />personnel from bicycle operating rules. <br /> <br /> <br /> <br />S:\CMO\2012 Council Agendas\M121008\S1210084.doc <br /> <br />
