<br />During a council work session on October 8, a panel of guest speakers with varied perspectives provided <br />input on this issue. Panelists included: <br /> <br />1.Reedsport Mayor Keith Tymchuk, Regional Solutions Committee <br /> <br />2.Ross Macfarlane, Climate Solutions <br /> <br />3.Dr. Andy Harris, Physicians for Social Responsibility <br /> <br />4.David Koch, Port of Coos Bay <br /> <br />Panelists elaborated on several issues including the need for job creation and economic development for <br />south coast communities, support for rail transport and investment in the Coos Bay rail line, risks to <br />public health and the environment from fugitive coal dust and coal burning in Asia, and concerns about <br />investment in coal export infrastructure given the need to address global warming. Speakers at the public <br />forum that followed provided additional comment. <br /> <br />The Lane County Board of Commissioners is considering a related resolution that supports the <br />development of a bulk cargo terminal at the Port of Coos Bay for the storage, loading and export of coal <br />to Asia. <br /> <br /> <br />RELATED CITY POLICIES <br />Adopted City Council goals include reductions in fossil fuel consumption and greenhouse gas emissions. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council could: <br /> <br />1)Adopt Resolution 5065 as submitted or with modifications (Attachment A). <br /> <br />2)Direct staff to conduct additional research and report findings. <br /> <br />3)Take no action. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager has no recommendation on this item. <br /> <br /> <br />SUGGESTED MOTION <br /> <br /> <br />Move to adopt Resolution 5065 opposing the transport of coal for export through Eugene. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
