The council directed the City <br />Manager to return on October 31, 2012, to discuss winter strategies and sites for new homelessness <br />initiatives. <br /> <br /> <br />BACKGROUND <br />The council previously considered recommendations of the Opportunity Eugene Task Force and related <br />strategies to address homelessness. Following the October 17, 2012, work session, staff is to return to <br />the council with the following: <br /> <br /> <br />1)Strategies to manage homelessness for the 2012 winter season. <br /> <br />Staff will consult with local service providers to strategize for activities related to assisting the <br />homeless through the winter season. Staff will report these strategies along with the expected <br />project-related costs of any new activities to the council. <br /> <br /> <br />2)A list of City-owned sites, one-acre or greater in size. This list will not include parks. The list <br />will include the following information: <br /> <br />Proximity to residences <br />o <br /> <br />Neighborhood <br />o <br /> <br />Zoning <br />o <br /> <br />Availability or utilities (water, electric and sewer) <br />o <br /> <br />Proximity to transit <br />o <br /> <br />Existence of buildings on site <br />o <br /> <br />Known development/habitation concerns <br />o <br /> <br />Dependent upon the size of the list, other information may include regulatory processes for development <br />of a homeless camp or homelessness initiative. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br /> <br /> None at this time.
