Ms. Bettman called it "juvenile" to frame the issue as one of trust. She asked what was wrong with more
accountability. She reiterated her feeling that having such an auditor in place would increase the public's
trust in the City. She surmised that the motion would not pass and said she would not place it on the table.

Mr. Kelly resented the implication that interest in an auditor indicated a lack of trust in staff. He said
external performance and auditors were employed "all of the time" in private business.

Ms. Taylor also disagreed that the item had to do with trust. She did not think Mr. Taylor had the time to
take an in-depth look at a department. She felt audits merely provided an outside look at internal
functions.

The meeting adjourned at 1:32 p.m.

Respectfully submitted,

Dennis M.
