ADMINISTRATIVE ORDER NO. 58 -12 -14 <br />of the <br />Executive Director of the Public Works Department <br />APPROVING THE RIVER ROAD -SANTA CLARA STORMWATER <br />BASIN MASTER PLAN. <br />The Executive Director of the Public Works Department finds that: <br />A. Under the provisions of Chapter IV, Section 16 of the Eugene Charter of 2002, <br />the City Manager is designated as the administrative head of the City, and is specifically <br />authorized to appoint and remove all employees (except as otherwise provided in the Charter), <br />and to enforce all ordinances of the City. <br />B. Pursuant to that authority, I have been designated as Executive Director of the <br />City's Public Works Department. My appointment has most recently been affirmed by the City <br />Manager's Administrative Order No. 21- 12 -10. In such capacity, I have the responsibility for <br />supervision of the Public Works Department and its employees. <br />C. The River Road -Santa Clara Stormwater Basin Master Plan (Basin Plan) has been <br />developed to replace the 1990 Otak Areawide Drainage Master Plan for River Road —Santa Clara. <br />The new Basin Plan will be included in the 2002 Stormwater Basin Master Plan as Volume VIII. <br />The Basin Plan documents the comprehensive basin planning process and results, and provides <br />guidance for the management of stormwater throughout the study area. This plan describes a <br />"multiple- objective" approach (i.e., incorporating water quality, stormwater- related natural <br />resources and flood control) to stormwater management, and is to be used by City staff for <br />background /contextual information, for development of the City's biennial CIP, for contextual <br />support for stormwater development standards, and for evaluating technical information about <br />the stormwater system. However, the Basin Plan will not be used in a manner that regulates <br />conduct or activities of the public. <br />D. The new Basin Plan: <br />(1) Identifies the major drainage basins and major sub -basin delineations in <br />River Road -Santa Clara; <br />(2) Describes the study area characteristics (existing/build -out land use, <br />impervious surface cover, slopes, topography, soil types, drainage <br />features, etc.); <br />(3) Describes the flood control, water quality and stormwater- related natural <br />resource problems and opportunities in each major basin of River Road - <br />Santa Clara; <br />Administrative Order - Page 1 of 2 <br />
