SECTION 1 Introduction <br />Adoption of the City of Eugene's Comprehensive Stormwater Management Plan (CSWMP) in <br />November 1993 marked a significant shift in the City's approach to stormwater management. In <br />addition to drainage and flood control services, the stormwater program was expanded to include <br />the protection and enhancement of stormwater quality and related natural resources. Since the <br />previous Storm Drainage Master Plan (OTAK, 1990) was developed solely for the purpose of <br />addressing drainage and flood control issues, an update of that Plan was necessary to bring it into <br />compliance with current City policy. As a result, the City initiated a project to develop multiple - <br />objective Stormwater Basin Master Plans. <br />In addition to CSWMP, other locally adopted policy documents were reviewed for applicability <br />to the Basin Master Planning effort. The following were identified for containing policies <br />related to and supportive of protection of water quality and related natural resources: <br />1) Eugene /Springfield Metro Area General Plan (1987 Update) in general and, specifically, the <br />following refinement plans: <br />• Bethel - Danebo, 1982 <br />• Eugene Downtown Plan, 1984 <br />• Eugene Parks and Recreation Plan, 1989 <br />• Jefferson/Far West, 1983 <br />• Public Facilities and Services Plan, December 2001 <br />• Laurel Hill, 1982 <br />• Riverfront Park Study, 1985 <br />• River Road Santa Clara Urban Facilities Plan, 1985 <br />• South Hills Study, 1974 <br />• Willakenzie Neighborhood, 1991 <br />• Willow Creek, 1982 <br />2) Eugene Growth Management Study, 1998 <br />The overall goal of the Stormwater Basin Master Plans was to provide a stormwater management <br />strategy for each basin that proactively addresses the multiple objectives of CSWMP. In <br />addition to flood control, these multiple objectives include: <br />• Protect and improve water quality. <br />• Protect natural resources that provide beneficial stormwater functions. <br />• Use best management practices that promote a green infrastructure. <br />• Address the unique qualities of each drainage basin. <br />• Meet federal, state, and local laws and policies (including CSWMP, the Clean Water Act, the <br />Endangered Species Act, the Safe Drinking Water Act and State Underground Injection <br />Control Rules — for these broader topics and other issues, please refer to Volume I). <br />• Complement other existing stormwater best management practices (BMPs) that are part of <br />the City's stormwater program. <br />• Balance responsibilities community -wide. <br />N:ASTORMWATER \City of EugencARR_SC Stormwater Basin Plan\2012 Document \Master_ Plan _9- 18- 12_DR-AFT Word Version.doc 1 -1 <br />
