SECTION 5 Stormwater Related Natural Resources <br />For purposes of the basin planning process, the term "natural resources" pertains specifically to <br />the City's open waterways drainage system and the characteristics of it that provide or assist in <br />providing beneficial stormwater functions such as: storm conveyance, flood storage, water <br />quality preservation or treatment, aquatic and riparian habitat, and water temperature controls. <br />These natural resources include the primary waterway corridors of Eugene and adjoining riparian <br />and wetland areas, and headwater streams and wetlands. These characteristics are described in <br />Section 2.0 of this report. <br />Section 5.1 describes the evaluation process used for the other six stormwater basins in Eugene, <br />and partially completed for this River Road Santa Clara basin plan. Section 5.1 also describes <br />the basin - specific problems and opportunities identified under existing and expected future <br />conditions. A description of existing waterway protection measures, other related efforts <br />underway, and gaps in stormwater related natural resources data is also included. Section 5.2 <br />describes the alternatives selected for addressing these problems and opportunities. <br />5.1 Evaluation of Natural Resources Under Existing and Expected Future Conditions <br />The following provides the objectives, methods, and results of the stormwater related natural <br />resources evaluation for the River Road Santa Clara basin. <br />ectives of the evaluation <br />• Determine the extent of the open waterway drainage system that should be protected for <br />beneficial stormwater functions. <br />• Determine where existing protection policies apply and where gaps exist. <br />• Determine where restoration efforts should be targeted to improve stormwater functions. <br />• Determine where intervention efforts are needed to correct streambank stability problems. <br />• Determine what other efforts are underway which may ultimately provide protection <br />consistent with stormwater program objectives. <br />Methods used to conduct the evaluation <br />Several methods were used to conduct the natural resources evaluation for the River Road Santa <br />Clara basin including the following: <br />The following information was compiled and reviewed to assess the location, condition, and <br />function of the River Road Santa Clara Basin waterway system. Most of the data were <br />contained in the City's geographic information system (GIS): <br />— Open waterway drainage system. <br />— Draft inventory of the Eugene - Springfield Metropolitan Plan Natural Resources Study. <br />— FEMA floodway and floodplain areas. <br />— National wetland inventory. <br />— Soil Survey of Lane County Area, Oregon (1987), Natural Resources Conservation <br />Service. <br />— Historic photos, hydric soils — to help reconstruct the historic drainage system (i.e., pre - <br />settlement). <br />— Areas with stormwater pipe system. <br />0:\25695978 Eugene RR -SC Final Basin P1an\Master P1anTINAL 2- 2010\Master_Plan 3- 11- 10_FINAL_ Word _Version.doc 5-1 <br />
