SECTION 5 Stormwater Related Natural Resources <br />The remainder of this section provides additional context for the stormwater related natural <br />resources evaluation: <br />Existing Protection Measures <br />• The Water Resources Conservation Overlay Zone (EC 9.4900) applies to waterways within <br />the basin with significant natural resources habitat. The Water Resources Overlay Zone, <br />while primarily aimed at protecting natural resources habitat, provides significant incidental <br />water quality protection for these waterways. <br />• The Waterside Protection Overlay Zone (EC 9.4700) applies within the West Eugene <br />Wetlands Plan boundary and provides protection for channels, setbacks and contiguous <br />riparian areas. The West Eugene Wetlands boundary does not extend into the River Road <br />Santa Clara basin. <br />• The Natural Resource Zone (EC 9.2500) is intended to protect outstanding natural resource <br />areas in adopted plans (EC 9.2500). It currently does not apply to any specific property in <br />the River Road Santa Clara basinbut could be used in the future as a waterway protection <br />tool. <br />• The Planned Unit Development (EC 9.8300) provisions contain specific approval criteria for <br />protecting significant natural resources. These criteria are to be balanced with other policy <br />needs and standards and, therefore, offer some but no consistent protection standards for <br />waterways. <br />• Site Review (EC 9.8425) provisions contain approval criteria that could be used for <br />waterways protection if specifically identified for protection. <br />• The Water Quality Overlay Zone (EC 9.4770), adopted in March 2009 provides increased <br />protection of waterways with water quality functions and a significant relationship to <br />waterways listed as impaired under the federal Clean Water Act (see subsection 4.3.2 for <br />more detail). <br />Other Related On -going Efforts <br />• Endangered Species /Salmon program developed strategies for responding to the January <br />2001 listing of spring Chinook salmon. Strategies include incentives and regulatory <br />measures for protection and restoration of salmon habitat in Eugene. Strategy options for <br />Council consideration were developed. <br />Data Gaps <br />• There is little data as to existing aquatic habitat and species condition in the River Road <br />Santa Clara basin waterways. This data would not only help further inform the condition of <br />the waterways, but would also allow for better evaluation of the effects of any future capital <br />improvements to these waterways. <br />5.2 Development of the Natural Resources Strategy <br />As shown in the stormwater basin master planning process flow chart in Figure 1 -1, Step 1 <br />included a compilation of basin characteristics. These basin characteristics are summarized in <br />Section 2.0 of this document. Step 2 in the process included problem identification under both <br />existing and future land use conditions. The results of this step for natural resources are <br />described in Section 5.1.
