METALS AND ARTICLES <br />General guidelines: <br />An article is a manufactured item that may contain reportable hazardous <br />substances, but does not release them during the manufacturing process. Materials contained in <br />articles are not reportable except to the extent that they are released during manufacturing. The <br />Toxics Board has defined the term articleas follows: <br />a solid manufactured item which remains solid throughout the manufacturing <br />process, the unit size of which weighs more than 1 gram (0.0022 pounds), that <br />is used by a facility in whole or in part without undergoing any chemical <br />changes in manufacturing of a product or a portion of a product, and that <br />does not release a reportable hazardous substance under normal conditions <br />of the processing of that item at the facility. <br />In the case of articles made of metal, the Toxics Board has determined that fumes, dusts, and <br />grindings generated during the manufacturing process are reportable. The remainder of the <br />article (whatever remains unchanged after processing) is not reportable. <br />To calculate the reportable amount of fumes, dusts, and grindings from articles made of metal, <br />take 5 percent of the scrap value. If a reporting business has a better method for calculating <br />reportable amounts of fumes, dusts, and grindings from articles made of metal, they are <br />encouraged to contact Toxics Program staff at 541-682-7118 with the information. This <br />information will be presented to the Toxics Board for review and consideration to include in <br />future updated versions of this handbook. <br />- 53- <br />
