ATTACHMENT F <br />M I N U T E S <br /> <br />Eugene City Council <br />Bascom/Tykeson Room, Eugene Public Library <br />th <br />100 W. 10 Avenue—Eugene, Oregon <br /> <br />October 31, 2012 <br />Noon <br /> <br />COUNCILORS PRESENT: <br /> George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, <br />George Poling, Alan Zelenka, Claire Syrett <br /> <br /> <br />Her Honor, Mayor Piercy called the October 31, 2012, work session of the Eugene City Council to order. <br /> <br /> <br /> <br />A.ACTION: Appointment of Interim Ward 7 City Councilor <br /> <br />MOTION AND VOTE: <br />Councilor Brown, seconded by Councilor Farr, moved to appoint Claire Syrett as interim City <br /> <br />Councilor for Ward 7 for the remainder of Councilor Andrea Ortiz’s current term. PASSED:7:0. <br /> <br />Ms. Syrett was sworn in and joined the other councilors at the table. <br /> <br /> URBAN RENEWAL AGENCY WORK SESSION: Disposition of Real Property <br />B. <br />Mayor Piercy adjourned the City Council work session and opened the meeting of the Urban <br />Renewal Agency. <br /> <br />MOTION AND VOTE: <br />Councilor Brown, seconded by Councilor Poling, moved to postpone the item to <br />November 7. A friendly amendment to change the proposed meeting date to November <br />14, 2012, was accepted. FAILED: 3:5; councilors Clark, Farr, Poling, Pryor, and Zelenka <br />opposed. <br /> <br />MOTION AND VOTE: <br /> <br />Councilor Brown, seconded by Councilor Farr moved toauthorize the Agency Director <br />to sell the parcel identified in Attachment A to Northwest Community Credit Union <br />consistent with the terms included in Attachment B. PASSED: 6:2; councilors Taylor <br />and Brown opposed. <br /> <br />Councilor Clark left the meeting at 12:45 p.m. <br /> <br /> <br />C.WORK SESSION: Opportunity Eugene Discussion Follow-Up. <br />Mayor Piercy closed the Urban Renewal Agency discussion and reconvened the City <br />Council Work Session. <br /> <br />Planning and Development Department staff Michael Wisth and Sarah Medary presented <br />information about winter strategies and other ways to address the immediate needs of <br />homeless people in the community.
