ATTACHMENT E <br />M I N U T E S <br /> <br />Eugene City Council <br />125 E. 8 Avenue, Harris Hall <br />th <br />Eugene, OR 97401 <br />November 28, 2012 <br />Noon <br /> <br />COUNCILORS PRESENT: George Brown, Pat Farr, Chris Pryor, Alan Zelenka, Mike Clark, <br />Claire Syrett <br /> <br />COUNCILOR ABSENT: George Poling, Betty Taylor <br /> <br />Her Honor, Mayor Piercy called the November 28, 2012, work session of the Eugene City Council <br />to order. <br /> <br />A. WORK SESSION: On-Site Management for Multi-Unit Rental Housing <br />Sarah Medary introduced the item. Nan Lawrence gave a Power Point presentation of <br />comparable models in other cities across the United States to manage of multi-unit properties. <br /> <br />Council discussion included: <br />1.Property sizes, number of tenants and number of units can vary greatly; whatever <br /> <br />program is chosen needs to equitably establish behavioral and maintenance guidelines <br />for all participants. <br />2.Management options can vary from live-in to on-call to on-site but not live-in with set <br /> <br />hours. Concerns about out-of-state and absentee landlord were also noted. <br />3.Multi-unit properties can include rentals, condos, student housing, senior housing, <br /> <br />affordable housing, and others. <br />4.Councilors requested a copy of the University of Oregon’s Good Neighbor Agreement. <br /> <br />5.This issue has some connection to the Social Host Ordinance that can be highlighted and <br /> <br />integrated into this process. <br />6.Off-Campus Student Code of Conduct was discussed. The City may ask UO to enforce this <br /> <br />to a greater degree or at least assist with problem student behaviors. <br />7.Staff will bring back answers to questions and provide more information at a future <br /> <br />meeting. <br /> <br />B. WORK SESSION: Sustainability Commission Work Plan and Annual Report <br />Babe O’Sullivan provided an overview of the Sustainability Commissions’ accomplishments <br />over the past year as well as areas that could use improvement or may need attention in the <br />coming year. <br /> <br />Accomplishments: <br /> <br />Triple Bottom Line (TBL) work on the EmX bus system <br /> <br /> <br />Envision Eugene Work, Pedestrian and Bicycle Master Plan and Food Initiatives <br /> <br /> <br />Capstone Project Work <br /> <br /> <br />Coal Trains <br /> <br /> <br />MINUTES – Eugene City Council November 28, 2012 Page 1 <br /> Work Session <br />
