This work session presents an opportunity for the council to further the discussion regarding the <br />selection of a City-owned site and addressing potential land use, building code and fire safety <br />issues. Staff with expertise in these areas will be available during the work session to answer <br />questions related to these issues. <br /> <br />This work session also presents an opportunity to continue discussions related to the site concept <br />and explore other site-related issues. Some questions the council may wish to consider include: <br /> <br />1.Should the council hold a public hearing/forum or other City-sponsored neighborhood <br /> <br />outreach on (a) whether the City should move forward with a pilot project for a small scale, <br />temporary housing project for homeless individuals on a City-owned site, and if so, (b) one <br />or more of the City-owned sites on the list of five sites? [If the answer to this question is <br />yes, staff will schedule a public hearing/forum in January.] <br /> <br />2.Is there additional information (beyond potentially hearing from the public) that the <br /> <br />council wants before deciding whether the City should move forward with the pilot project <br />or a particular site? If so, what is that information? <br /> <br />3.If the council does not want to hold a public hearing/forum and does not need additional <br /> <br />information, does the council want to move forward with a pilot project? <br /> <br />If the answer to question 3 is yes, then: <br /> <br />4.On which site should the pilot project be located? <br /> <br /> <br />5.Should staff develop for council review an RFP to solicit proposals from interested parties, <br /> <br />in addition to the OVE proposal, or alternatively, does the council want to select OVE and its <br />idea for the pilot project? <br /> <br />6.Should staff develop for council review an RFP to solicit proposals from interested parties, <br /> <br />in addition to the OVE proposal, or alternatively, does the council want to select OVE and its <br />idea for the pilot project? <br /> <br /> <br />COUNCIL OPTIONS <br />The council has a number of options to consider and the suggested questions are intended to help <br />frame the conversation and develop a preferred option.
