Citizens with physical limitations have a right to enjoy the recreational paths and <br />any ordinance should - must! - allow for motorized devices designed for this <br />purpose. (Casual observation will tell you that most current users of motor bikes <br />and scooters do not fall into this category, and, in fact, tend to be from the most <br />physically robust age group.) I am sure that, if necessary, advocates for equal <br />access can help the Council word an ordinance that will meet the needs of those <br />who may require motorized mobility. <br /> <br />In short, I think the simplest ordinance is also the most correct one. Such an <br />ordinance would draw the line cleanly between motorized and non-motorized use <br />of the paths, with the one exception noted above. <br /> <br />Thank you for your attention. <br /> <br />Eugene, OR 97402 <br /> <br /> <br />
