MOTION: <br />Councilor Clark, seconded by Councilor Poling, moved that council approve the policy <br />framework for the council to use in evaluating and proposing possible options for addressing <br />homeless issues. <br />Mayor Piercy arrived at the meeting at 12:15 p.m. <br />MOTION and ACTION: <br />Councilor Clark, seconded by Councilor Poling, moved to amend policy #4 to say "promote and <br />protect" neighborhood livability. FAILED 4:5 (Brown, Ortiz, Taylor and Zelenka opposed; <br />Mayor broke tie in opposition) <br />MOTION TO TABLE: <br />Councilor Zelenka, seconded by Councilor Ortiz, moved to table the decision until after the <br />conversation. PASSED 5:3 (Clark, Farr, and Taylor opposed) <br />MOTION and ACTION: <br />Councilor Ortiz, seconded by Councilor Zelenka, moved to direct the City Manager to schedule a <br />public hearing on the amendment allowing tents to be defined as vehicles for the purpose of legal <br />car camping. PASSED 8:0 <br />MOTION TO UN- TABLE: <br />Councilor Zelenka, seconded by Councilor Brown, moved to un -table Councilor Brown's first <br />motion. PASSED 8:0 <br />MOTION TO AMEND: <br />Councilor Farr, seconded by Councilor Clark, moved to amend to add "include conditions that <br />could potentially preclude a site, as well as information about the number of residential properties <br />within a certain distance from the site. PASSED 7:1 (Ortiz opposed) <br />A friendly to remove the reference to parks was accepted. <br />VOTE ON MAIN MOTION AS AMENDED (Councilor Brown's first motion) <br />PASSED 7:1 (Clark opposed) <br />Councilor Clark left the meeting at 1:18 p.m. <br />MOTION TO UN- TABLE: <br />Councilor Zelenka, seconded by Councilor Ortiz, moved to un -table Councilor Brown's second <br />motion.
