MINUTES <br />Eugene City Council <br />Bascom /Tykeson Room, Eugene Public Library <br />100 W. IO' Avenue — Eugene, Oregon <br />October 24, 2012 <br />Noon <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Mike Clark, Chris Pryor, George <br />Poling, Alan Zelenka, Andrea Ortiz <br />Her Honor, Mayor Piercy called the October 24, 2012, work session of the Eugene City Council to order. <br />A. WORK SESSION: Amendments to Eugene Sign Code <br />Jerry Lidz from the City Attorney's Office presented updated information on the proposed sign code <br />amendments. Areas of concern from previous sessions were noted, such as the number of signs <br />allowed in each yard or on each property and regulation of flags. Mr. Lidz explained how each of <br />those issues is handled within the new code language. Councilors asked for language clarity about <br />readerboard signs. They requested specific language that specifies how high the signs can be and <br />also how far off the ground they must be. <br />B. WORK SESSION: City Center Skatepark Update <br />Neil BjSrklund, Parks and Open Space planning manager, presented information about the skate <br />park. <br />MOTION AND VOTE: Councilor Brown, seconded by Councilor Pryor, moved to direct staff to <br />work with the new coalition of community partners to raise additional private funds, and to bring <br />back a funding proposal in Supplemental Budget 1 to appropriate additional Park SDC funds <br />from balance available for the development and construction of the WJ Skatepark and Urban <br />Plaza, in order to begin construction of all four phases in 2013. PASSED 8:0 <br />C. RECONSIDERATION OF VOTE ON COAL TRAIN RESOLUTION <br />MOTION AND VOTE: <br />Councilor Taylor, seconded by Councilor Brown, moved to reconsider the council's <br />adoption of Resolution 5065 opposing the transport of coal for export through Eugene. <br />PASSED 6:2 (Clark and Farr opposed) <br />MOTION TO AMEND: <br />Councilor Zelenka, seconded by Councilor Taylor, moved to amend Section 5 of the resolution to <br />revise the words "comprehensive independent health impact statement" to read instead <br />"comprehensive independent health impact assessment." <br />PASSED: 5:3 (Clark, Farr, and Poling opposed) <br />VOTE ON MAIN MOTION AS AMENDED: <br />PASSED 5:3 (Farr, Poling and Clark opposed). <br />MINUTES — Eugene City Council October 24, 2012 Page 1 <br />Work Session <br />
