MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8`� Avenue <br />Eugene, Oregon 97401 <br />November 13, 2012 <br />5:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Chris Pryor, George Poling, Alan <br />Zelenka, Claire Syrett <br />COUNCILORS ABSENT: Mike Clark <br />Her Honor, Mayor Piercy called the November 13, 2012, work session of the Eugene City Council to <br />order. <br />A. WORK SESSION: Opportunity Eugene Discussion Follow -Up and Panel Discussion. <br />Planning and Development staff, Michael Wisth and Sarah Medary introduced the <br />panel of four speakers: <br />Susan Ban - Executive Director, ShelterCare <br />Terry McDonald - Executive Director, St. Vincent de Paul of Lane County <br />Tom Mulhern - Executive Director, Catholic Community Services of Lane County <br />Dan Bryant - Pastor, First Christian Church; Opportunity Village representative <br />The panelists discussed where assistance is needed most, which program areas and <br />people could benefit the most, and what the most immediate needs are. The following <br />needs were identified: <br />Expand car camping program <br />Provide storage for personal belongings of homeless people <br />Provide sheltered area for people to `be safe and sleep' <br />Assist with homelessness prevention <br />Assist with rapid re- housing efforts <br />Provide emergency housing for families <br />Staff indicated they would return to the council in the next few weeks with more <br />detailed information about each of the potential homeless camp sites, including <br />permitted uses, zoning, access to services such as water and electric, proximity to <br />transportation, etc. <br />The work session adjourned at 7:03 pm. <br />Respectfully submitted, <br />Michelle Mortensen <br />Deputy City Recorder <br />MINUTES — Eugene City Council November 13, 2012 Page 1 <br />Work Session <br />
