MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />November 26, 2012 <br />7:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Mike Clark, Chris Pryor, George Poling, <br />Alan Zelenka, Claire Syrett <br />COUNCILORS ABSENT: Betty Taylor <br />Her Honor, Mayor Piercy called the November 26, 2012, regular meeting of the Eugene City Council <br />to order. <br />1. PUBLIC FORUM <br />Debra McGee, Occupy Interfaith, expressed support for her group. <br />Jason Gray, SLEEPS, expressed support for his group. <br />Sabra Marcroft, SLEEPS, expressed support for the car camping ordinance extension. <br />Jean Stacy, spoke in favor of lifting a ban on homeless camping and in support of SLEEPS. <br />Helen Liguori supported the Task Force on Homelessness recommendations. <br />Jerry Smith asked that other government bodies participate in helping the homeless. <br />TracyJoscelyn, a homeless person, asked that the ban on camping be lifted. <br />James Robert Mathesen said homelessness was a socio- economic issue of class warfare. <br />Hedin Manus Brugh asked for a cemetery for the homeless if other demands were not met. <br />Diane Sciacca asked that the ban on camping be lifted to provide shelter for the homeless. <br />Alley Valkyrie asked the City to lift the ban on camping before it got sued over the issue. <br />Michael Carrigan said CALC provides space for a homeless camp and supported lifting the <br />ban on camping. <br />John Monroe questioned the projects being funded by the City. <br />Rick Kintz said as a homeless person in a wheelchair he needs access to electrical outlets. <br />David Ivan Piccioni read his letter that was recently published in The Register- Guard. <br />Robin Bloomgarden asked for an end to the camping ban due to the onset of cold weather. <br />Joe Tyndall thanked the City for agreeing to spend $200,000 on the homeless situation but <br />felt that it was not enough in terms of "bed years." <br />Andrew Brand, Evergreen Housing Development Group, spoke in favor of the property tax <br />exemption for his housing project. <br />John Pinkstaf,, Evergreen Housing Development Group, supported the City Manager's <br />recommendation for his project. <br />Richard Bauer supported reducing the Evergreen project to two stories in height. <br />Christopher Logan said Evergreen was an out -of -state developer that was not interested in <br />being charitable to its residents. <br />Michael Gannon suggested the ban on camping be lifted by some sort of executive action. <br />MINUTES — Eugene City Council November 26, 2012 Page 1 <br />Regular Meeting <br />
