MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />December 10, 2012 <br />5:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Mike Clark, Chris Pryor, Alan Zelenka, <br />(Claire Syrett, arrived at 6:15 pm) <br />COUNCILORS ABSENT: George Poling <br />Her Honor, Mayor Piercy called the December 10, 2012, work session of the Eugene City Council to <br />order. <br />A. COMMITTEE REPORTS <br />City Councilors reported on the various committees they represent and other items of interest. <br />MOTION AND VOTE: Councilor Brown, seconded by Councilor Farr, moved that the policy to <br />fill vacancies on boards, committees and commissions which occur outside the regular <br />recruitment period be as follows: <br />1. The Council shall fill a vacancy on boards, committees and commissions occurring 90 days <br />or more prior to the end of the term by a candidate from the pool of active applicants for the <br />board, committee or commission. Such a candidate shall be nominated by the Mayor unless <br />the Eugene Code provides for a different procedure for nomination. <br />2. If there are no applicants for the vacant position, the City shall initiate a special recruitment <br />to solicit applicants for the position. <br />3. The candidate appointed by the Council shall serve for the balance of the unexpired term. <br />4. If a vacancy occurs less than 90 days prior to the end of the term, appointment for the <br />vacant position shall be filled in the next regular recruitment cycle. <br />PASSED 6:0 <br />Mayor Piercy commented about the Human Rights Day event today where several City staff <br />members were honored. Mayor Piercy asked City Manager Jon Ruiz to send out the names of <br />everyone recognized. <br />B. WORK SESSION: Financial Strategy <br />City Manager Ruiz, Finance Director Sue Cutsogeorge and Gary Manross introduced the item. Mr. <br />Ruiz gave a PowerPoint presentation that outlined strategies for addressing the challenge of closing <br />a $6 million dollar deficit. The Mayor and councilors were asked to consider the information and <br />let staff know if they wanted a change in the way we are addressing the gap or if they want to <br />continue the current work being done. <br />Survey information was shared to show the level of community support for a modest ($10 /month) <br />fee to avoid cuts in City service. The survey suggested the majority of those polled would be willing <br />to pay the nominal fee and want this to go to a vote of the community. General support for the <br />modest revenue measure was expressed.
