MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />December 10, 2012 <br />7:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Mike Clark, Chris Pryor, Alan Zelenka, <br />Claire Syrett <br />COUNCILORS ABSENT: George Poling <br />Her Honor, Mayor Piercy called the December 10, 2012, regular meeting of the Eugene City Council to <br />order. <br />1. CEREMONIAL MATTER <br />Assistant City Manager Sarah Medary was recognized for receiving the Assistant City Manager <br />award from the International City /County Management Association. <br />2. PUBLIC FORUM <br />• Jeannine Parisi and Merlin Hough honored Andrea Ortiz for her five years of work on the <br />LRAPA Board. <br />• Shawn Boles urged the council to craft a regional response to climate change. <br />• Kelsey Juliana presented books and DVDs to the Mayor and council. <br />• Deb Frisch addressed homeless choices and voiced concern about the lack of progress. <br />• Jim Hale spoke about budget issues. <br />• Carol Berg- Caldwell expressed appreciation for Municipal Court staff and the mall guides. <br />• Helen Ligouri supported efforts to help homeless. <br />• Lotus supported efforts to help the homeless and lifting the camping ban. <br />• Mark Hubbell supported the rights of homeless people. <br />• Tracy Joscelyn thanked the City and agencies for helping the homeless. <br />• Mary Kleeman said she wants to help the homeless. <br />• Michael Carrigan supported the Declaration of Human Rights - Article 25. <br />• Argus read a story about a sailor and related it to homelessness. <br />• Jerry Smith supported SLEEPS, OCCUPY, CALC, and their efforts to help homeless people. <br />• Barbara Prentice supported SLEEPS and OCCUPY, and modification of the camping ban. <br />• Gulistan N.L. Machacek supported help for homelessness, including a camping site. <br />• James Chastain said he wants help for homeless and supported human rights. <br />• John Monroe voiced his anger about the condition of homeless people. <br />• Alley Valkyrie listed cities that have been sued over homelessness issues. <br />• Timothy Rake supported SLEEPS, and helping homeless people. <br />• Barry Dillon offered a Greek lesson about what the name "Eugene" means. <br />• Jean Stacy voiced her anger about homeless people being ignored. <br />• Jane Renfro Smith, Church Women United, supported SLEEPS and help for the homeless. <br />• Hedin Manus Brugh expressed concern about safety of homeless people. <br />• Joe Tyndall supported efforts to help the homeless. <br />• Jason Gray asked for an end to criminalizing homelessness. <br />• Mary Sharon Moore supported the SLEEPS initiative. <br />MINUTES — Eugene City Council December 10, 2012 Page 1 <br />Regular Meeting <br />
