<br />ATTACHMENT F <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />January 16, 2013 <br />Noon <br /> <br />COUNCILORS PRESENT: George Brown, Greg Evans, Mike Clark, Chris Pryor, Alan Zelenka, <br />Claire Syrett, George Poling <br /> <br /> <br />City Council President George Poling called the January 16, 2013, work session of the Eugene City <br />Council to order. <br /> <br />MOTION: Councilor Brown, seconded by Councilor Zelenka, moved to direct the City Manager <br />to prepare and schedule a public hearing on an ordinance suspending the Multi-Unity Property <br />Tax Exemption (MUPTE) program until after the City Council completes a review of the MUPTE <br />program to determine whether changes should be made. <br /> <br />DISCUSSION: <br /> <br />Concerns were expressed about sending mixed messages to the development community. <br /> <br /> <br />Temporarily setting aside MUPTE application review could negatively impact the building <br /> <br />community, ultimately slowing growth and economic progress. <br /> <br />Concerns were expressed about taxpayer benefit, elements of the ordinance, who benefits from the <br /> <br />tax exemption etc. <br /> <br />There was some agreement that a review is needed but is not necessarily urgent. <br /> <br /> <br />MOTION and VOTE: Councilor Zelenka, seconded by Councilor Syrett moved to postpone <br />action until January 30, 2013. PASSED 7:1; Councilor Taylor opposed <br /> <br />A. WORK SESSION: Tri-Annual Report to City Council from Police Auditor <br />Police Auditor Mark Gissiner reviewed the latest report regarding Eugene Police complaints, <br />incidents, EPD issues, and areas of interest. <br /> <br />Discussion Points: <br /> <br />Use of force situations are closely watched, reviewed and supervised. <br /> <br /> <br />Planning underway for more community forums to help educate, exchange information. <br /> <br /> <br />Mental health issues are of concern to police officers (not trained counselors). <br /> <br /> <br />Substance abuse problems, particularly methamphetamines are significant issue. <br /> <br /> <br />Jail bed space restricts/hampers police efforts to combat crime. <br /> <br /> <br />In-car videos and personnel videos (pocket videos) have been helpful. <br /> <br /> <br />Age of criminals is generally older than many other cities. <br /> <br /> <br />Efforts to combat racial profiling and gender bias should remain high priority. <br /> <br /> <br />State level funding cuts impact the City at the local level, particularly in area of mental health. <br /> <br /> <br />Better signage needed to improve safety. <br /> <br /> <br /> <br /> <br />MINUTES – Eugene City Council January 16, 2013 Page 1 <br /> Work Session <br /> <br />
