<br />ATTACHMENT D <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8 Avenue <br />th <br />Eugene, Oregon 97401 <br /> <br />January 30, 2013 <br />Noon <br /> <br />COUNCILORS PRESENT: George Brown, Betty Taylor, Greg Evans, Mike Clark, Chris Pryor, Alan <br />Zelenka, Claire Syrett, George Poling <br /> <br />Her Honor, Mayor Piercy called the January 30, 2013, work session of the Eugene City Council to <br />order. <br /> <br />A.WORK SESSION: South Willamette Street Improvement Plan <br /> <br />Transportation Planning Engineer Chris Henry introduced project consultant Scott Mansur of <br />DKS Associates who presented a Power Point slide show. Ellen Teninty of Cogito explained <br />the public process underway for the South Willamette project. <br /> <br />Issues raised by the council included: <br />Possible use of a roundabout/roundabouts as traffic impediments for emergency <br /> <br />o <br />vehicles <br />Slow down to go faster/calmer interface could encourage greater use <br /> <br />o <br />Added capacity on Willamette in keeping with increased urban compactness <br /> <br />o <br />Good traffic flow can be more important than speed <br /> <br />o <br />Importance of bike parking to encourage bike riding <br /> <br />o <br />Elimination of utility poles impeding sidewalks through the installation of <br /> <br />o <br />underground wiring very costly <br />Bike routes on streets which run parallel to Willamette <br /> <br />o <br /> <br />B.Board, Committee and Commission Interim Replacement Motion – Clarification <br /> <br />City Attorney Glenn Klein asked the council for clarification of a motion made by Councilor <br />Brown on December 10 concerning the selection of interim replacements for board, <br />committee and commission members. The council indicated by head nods that it intended the <br />motion to mean that active applicants meant those applicants who applied during the active <br />recruitment period only. <br /> <br />C.WORK SESSION: Multi-Unit Property Tax Exemption (MUPTE) Program <br /> <br />City Attorney Klein said that a motion made by Councilor Brown on Jan. 16 had been tabled to <br />this meeting and needed to be voted upon at this meeting. <br /> <br />The motion which had been tabled from Jan. 16 was declared by the Mayor to be on the table. <br />The motion on the table, as originally presented by Councilor Brown on Jan. 16: <br /> <br />I move to direct the City Manager to prepare and schedule a public hearing on an ordinance <br />suspending the Multi-Unit Property Tax Exemption (MUPTE) program until after the City <br />Council completes a review of the MUPTE program to determine whether changes should be <br />made. <br /> <br />VOTE: PASSED: 5:3, Pryor, Poling and Clark opposed. <br />MINUTES – Eugene City Council January 30, 2013 Page 1 <br /> Work Session <br /> <br />
