The purpose of these amendments is to allow for increased opportunities <br />for residential urban farming, while addressing compatibility within the urban environment. <br /> <br /> <br />BACKGROUND <br />Last year, the City Council initiated code amendments related to farm animal standards. The <br />purpose of these amendments is to allow for increased opportunities for residential urban <br />farming, while addressing compatibility within the urban environment. These amendments are <br />intended to promote elements of the City of Eugene Food Security Scoping and Resource Plan, <br />Envision Eugene, and the Climate and Energy Action Plan. <br /> <br />On Jan. 22, 2013, the City Council held a public hearing to consider the proposed amendments. At <br />the public hearing, eight people spoke in support of the amendments. Seven of those eight, <br />however, also expressed concerns about specific items, including the limitation on the categories <br />of animals, the limitation on chickens, domestic fowl and rabbits under six months of age and the <br />limitation on the number of allowed goats, rabbits and bee hives. <br /> <br />On Feb. 11, 2013, the City Council held a work session to discuss the proposed amendments and <br />potential changes raised in testimony and by individual councilors. The council directed staff to <br />return with a revised ordinance that includes the following changes to development sites less than <br />20,000 square feet: <br /> <br /> <br />Increase the number of goats from two to three <br /> <br /> <br />Increase the number of bee hives from two to three <br /> <br /> <br />Decrease the setback for bee hives from 15 feet to five feet <br /> <br /> <br />Require hive opening to point toward the center of the property <br /> <br /> <br /> S:\CMO\2013 Council Agendas\M130220\S130220A.doc <br /> <br />
