Arterial streets have been a major focus of the Pavement Preservation Program since 2002; as a result <br />the percentage of arterial streets within the reconstruct treatment range steadily declined from 2008 to <br />present and is projected to stabilize after 2014. This stabilization provides an opportunity for funding <br />to be allocated towards preservation (preventative maintenance) of the streets, a primary goal of the <br />pavement management system. Preventative treatments (including overlays) are far less expensive <br />and can extend the life of a street considerably.
