ORDINANCE NO. 20508 <br />AN ORDINANCE TEMPORARILY SUSPENDING MULTIPLE UNIT PROPERTY <br />TAX EXEMPTIONS UNDER SECTIONS 2.945 AND 2.947 OF THE EUGENE <br />CODE, 1971. <br />The City Council of the City of Eugene finds as follows: <br />A. The City's Multiple Unit Property Tax Exemption Program under Sections 2.945 <br />and 2.947 of the Eugene Code, 1971 (the MUPTE program), which is enabled by state statute, <br />was first implemented by the City in July of 1977, to address the City's long term goal of <br />improving the health of targeted areas in the City by increasing housing density. Since its initial <br />implementation, the MUPTE program has been modified various times in response to Council <br />directive and in order to remain in compliance with State Statutes. <br />B. It is in the public interest to undertake an evaluation of the MUPTE program at <br />this time to determine whether changes should be made to the program. During the evaluation <br />period, the MUPTE program should be suspended. <br />C. Any MUPTE program application submitted before the effective date of this <br />Ordinance should be processed in accordance with the laws and procedures as they existed <br />prior to the adoption of this Ordinance. <br />NOW, THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1 . Based upon the above findings which are adopted, as of the effective date of <br />this Ordinance, the City shall suspend the Multiple Unit Property Tax Exemption Program under <br />Sections 2.945 and 2.947 of the Eugene Code, 1971, and no applications will be accepted, until <br />after the this Ordinance has been repealed. <br />Section 2 . The prohibition imposed by Section 1 above shall not apply to any <br />application submitted prior to the effective date of this Ordinance. <br />2013. <br />Section 3 . This Ordinance shall automatically sunset and be repealed on July 1, <br />Passed by the City Council this <br />27 day of February, 2013. <br />Q e tA J.
