The council meets periodically to talk about its processes and operating agreements. <br /> <br /> <br />BACKGROUND <br />The Mayor, individual councilors and staff have identified the following items for discussion: <br />Establishing time/speaker standard for shortening testimony to two minutes (Pryor) <br /> <br />- <br />Adding extra council meetings to regular schedule (Brown) <br /> <br />- <br />Boards and Commissions recruitment process: define/clarify active applicants (staff) <br /> <br />- <br />SIRE paperless initiative update (staff) <br /> <br />- <br /> <br />Establish time/speaker standard for shortening testimony to two minutes <br />Due to the high level of public interest in many of the issues on the council agenda, the public <br />forum and public hearing components of council meetings have been very well attended in recent <br />months. The number of people signed up to testify has, on occasion, necessitated an adjustment in <br />the time allotted for each speaker so that council can address all of the items on their agenda. <br />Councilor Pryor has expressed an interest in establishing a threshold or standard for shortening <br />the testimony time to ensure that the decision is uniformly and fairly applied. <br /> <br />Adding extra council meetings to regular schedule <br />In order to ensure that there is adequate time to schedule work session topics, Councilor Brown <br />has requested that council discuss expanding its current schedule to include additional meeting <br />times. <br /> <br />Council meeting schedule <br /> <br />Regular meetings: 2 and 4 Monday of month, 7:30 p.m. <br /> <br />ndth <br /> <br />Work sessions: 2 and 4 Monday, 5:30 p.m.; 2, 3, 4, and 5 Wednesday, 12:00 p.m. <br /> <br />ndthndrdthth <br /> <br />Public hearings: 3 Monday, 7:30 p.m. <br /> <br />rd <br /> <br />The council may consider expanding its current schedule of meetings to include the first Monday <br />of month and/or a 5:30 p.m. work session on public hearing nights or identify other options. <br /> <br /> S:\CMO\2013 Council Agendas\M130408\S130408B.doc <br /> <br />
