The modified annexation proposal was consistent with the Metro Plan, as it was an incremental <br />step in implementing the long -range plan for this area. The urban growth boundary, land uses, <br />and policies in the Metro Plan were developed to meet the future needs of the metropolitan <br />community. Future residential uses were consistent with the long -range plan for the area. <br />Development of a regional hospital facility would require plan amendments prior to development <br />advancing. Annexing existing road rights -of -way facilitated the provision of urban facilities and <br />services to fulfill the growth policies in the Metro Plan and in Oregon law. <br />20. This request was consistent with this standard. <br />Reasons <br />1. The proposal was supported by the City of Eugene and the property owners. <br />2. The proposal was consistent with the LCDC acknowledged Metro Plan. <br />3. The services required in the Metro Plan were either available or could be provided in a timely <br />manner when needed. <br />4. The proposal was consistent with past boundary commission actions supporting annexation of <br />territory to the City of Eugene. <br />5.
