need. There was little statutory or rule guidance on how to demonstrate that need. The State was clear <br />that the City needed to provide some market choice. Woodburn recently proposed expanding its UGB by <br />409 acres for industrial land and a considerable amount of that acreage was for market choice. The State <br />had accepted Woodburn’s analysis, although the Court of Appeals called for more findings supporting the <br />number.
