MINUTES <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />March 11, 2013 <br />7:30 p.m. <br />Councilors Present: George Poling, Chris Pryor, Claire Syrett. Alan Zelenka, Mike Clark <br />Councilors Absent: George Brown, Betty Taylor, Greg Evans <br />Mayor Piercy called the March 11, 2013, City Council meeting to order. Councilor Zelenka was present via <br />conference phone. <br />1. PUBLIC FORUM <br />David Gizara: Said he wants Willamette Street improvements to support all modes /needs. <br />Philip Smith: Said he opposes use of toxic chemicals, expressed beekeeping health concerns. <br />Susan Stumpf Supports a safe transportation system on Willamette Street for all users. <br />Doug Hornaday: Expressed concerns about chemical use related to bee health. <br />Ronnie Hawkins, Jr.: Said he's an Urban Peace Translator, and asked the council to read about it. <br />Lisa Arkin: Beyond Toxics, spoke on behalf of beekeepers and requested a good IPM system. <br />Gary Rondeau: Expressed concerns about chemical use, and their cumulative effect. <br />David Nelkin: Opposed proposed lane reduction on Willamette Street, citing business impacts. <br />Carla Hervert: Supported chemical -free pesticide program for parks /public spaces. <br />Councilor Clark connected to the meeting via conference phone at 8:02 p.m. <br />2. CONSENT CALENDAR <br />MOTION AND VOTE: Councilor Poling, seconded by Councilor Pryor, moved to adopt the <br />items on the Consent Calendar. PASSED: 5:0. <br />3. PUBLIC HEARING AND POSSIBLE ACTION: An Ordinance Adopting Hazardous Substance <br />User Fees for the Fiscal Year Commencing July 1, 2013. <br />Ben Sappington: Said Chamber opposes toxics program /fees due to financial impact on businesses. <br />Lisa Arkin: Supported the program; noting that a healthy community is important for kids and adults. <br />Ken Luse: Concerned about internet exposing us to terrorist activity; opposed the fee increase. <br />Issues and concerns raised included: <br />• Need to clarify that the fee increase is to maintain the program, not make improvements. <br />• If the fee increase does not occur, the City's charter requirements would not be met. <br />• Higher fees may be difficult to support in tough budget times. <br />The council supported bringing this item back to a work session, for more background information and <br />a broader discussion. <br />4.
