consistent with a Public Works key strategic goal: “Build and provide a full range of
transportation options.” Bike Share is an example of a project where we could partner
with LTD in a Connect Oregon grant. My understanding is that the Bicycle
Transportation Alliance has testified in support of this bill at legislative hearings.
Eric Jones PW – ADM 03/05/2013 Pri 2 Neutral
Comments: Support if amended. As currently written HB 2319 would allow up to $100 million to be
spent on projects that involve one or more of the following modes (per ORS 367.080):
Air; Marine; Rail; and Public transit. Notably, this excludes streets and highways and
facilities for cyclists and pedestrians. While Connect Oregon funds could be used for
qualifying projects at the Eugene Airport and for LTD projects, the city's interests would
be best served by amending the bill to include bicycle and pedestrian projects.
HB 2463
Relating Clause: Relating to tax on cigarettes; prescribing an effective date; providing for revenue raising
that requires approval by a three-fifths majority.
Title:Increases tax on cigarettes.
Distributes tax revenues from increase. HB 2275 would decrease cities percentage share of state-shared cigarette tax
revenues and would also increase cigarette taxes. Depending on further legislative
analysis these changes could damage or enhance the City's share of state cigarette tax
revenue. If the bill has any possibility of moving it should be monitored for legislative
analysis and amendments, and acted upon appropriately.
HB 2481
Relating Clause: Relating to local government tobacco taxes; prescribing an effective date.
Title:Removes prohibition against local government imposition of taxes on cigarettes and
tobacco products.
Applies to cigarettes and tobacco products distributed on or after effective date of Act.
Takes effect on 91st day following adjournment sine die.
Sponsored by: at the request of House Interim Committee on Revenue
5 | Page
March 20, 2013 IGR Committee Meeting
