I’m not sure if this is a lesser included charge of the one <br />being considered above or if it’s being designed to stand alone for another reason. I think <br />a law aiding law enforcement in protecting those adult victims of sex trafficking where <br />there is a force, fraud or coercion component is important. It seems that our state charges <br />of compelling prostitution and promoting prostitution are very similar. While we certainly agree that it is in <br />everyone’s best interests that capital construction projects receiving state-supplied <br />funding proceed in a timely and efficient manner, and that these projects be effectively <br />managed and efficiently coordinated, we disagree that this cannot be accomplished by <br />municipalities at the local level. Our primary concerns with the bill as written: • This bill <br />takes away Eugene’s ability to ensure the safety of its own citizens.
