and that such vacation will not increase traffic volumes on local residential <br /> streets. <br /> <br /> (v) Policy 4 of the Parking Policies (page 46) of the SAS is amended, and a new <br />Policy 9 is added thereto, to provide as follows: <br /> <br /> 4. Parking systems adopted for any area within the special study area should <br /> avoid creating parking problems for any other area or land use of the <br /> Fairmount Neighborhood by mitigating parking impacts on the surrounding <br /> neighborhood as directed by the City. <br /> <br /> 9. New parking structures proposed by the University within the East Campus <br /> area shall be located and designed to discourage traffic through adjacent <br /> neighborhood streets, shall provide routing to and from the structure via an <br /> arterial or collector street, and shall provide access to the structure in a <br /> manner consistent with adopted City policies and City Code provisions. <br /> <br /> Section 4. Except as amended in Section 3 of this Ordinance, all other provisions <br />of the Fairmount/University of Oregon Special Area Study as adopted by Resolution 3719 <br />remain in full force and effect. The policies amended in Section 3 are adopted as a <br />refinement of the Eugene-Springfield Metropolitan Area General Plan for the Fairmount/ <br />University of Oregon Special Area Study area. Any explanatory text following a policy is <br />recognized as clarifying and explaining the intent of the policy. Proposals amended in <br />Section 3 are recognized as potential means of reaching or implementing adopted policies, <br />but are not adopted as City policy. The University's amendments to the East Campus <br />Development Policy are recognized as the University's policy for land under its ownership, <br />but except for those policies set forth in Section 3 above, are not adopted as City policy. <br /> <br /> Section 5. The following caption and Sections 9.4200, 9.4205, 9.4210, 9~4215, and <br />9.4220 are added to the Eugene Code, 1971, to provide: <br /> <br />/EC East Campus Oveday Zone <br /> <br />9,4200 Purpose of the/EC East Campus Overlav Zone, The/EC East <br /> Campus Overlay Zone is intended to implement the Fairmount/University <br /> of Oregon Special Area Study by providing for a land use transition <br /> between the University of Oregon and the adjacent Iow density residential <br /> neighborhood to the east and south, <br /> <br />9.4205 /EC East Campus Overlay Zone Sitin¢!
