Density Residential to Government and Education. That parcel (17-03-32-44-03400) <br /> totals. 18 acres in size. The 1999 Residential Lands Study indicates that, within the <br /> category of Medium Density Residential, there are 239 acres of land in excess of <br /> projected demand. <br /> <br /> The proposal would change the Metro Plan designation on one parcel from Low Density <br /> Residential to Government and Education. That parcel (18-03-04-22-06000) totals .20 <br /> acres in size. The 1999 Residential Lands Study indicates that, within the category of <br /> Low Density Residential, there are 940 acres of land in excess of projected demand <br /> <br /> Even if this land was included in the region's inventory ofbuitdable residential land, the <br /> removal of .51 acres would still result in sufficient land to meet projected demand in each <br /> category. <br /> <br />Goal 11 - Public Facihties and Services: To plan and develop a timely, orderly and efficient <br />arrangement of pubhc facilities and services to serve as a framework for urban and rural <br />development. <br /> <br /> The area affected by this ordinance is located inside the city limits and is served by the <br /> public facilities in which the existing level of service is adequate to serve the needs of <br /> existing and future development. Therefore, the amendments are consistent with Goal <br /> 11. <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br /> <br /> Goal 12 ~s ~mplemented through the Transportation Planning Rule (TPR). The Eugene- <br /> Springfield Metropolitan Area Transportation Plan (TransPlan) provides the regional <br /> policy framework through which the TPR is enacted at the local level. <br /> <br /> The Transportation Planning Rule (OAR 660-012-0060) states that land use changes that <br /> significantly affect a transportation facility shall require mitigation measures to address <br /> the anticipated impacts. The rule states that: <br /> <br /> (1) Amendments to functzonal plans, acknowledged comprehensive plans, and land <br /> use regulations whwh sign~cantly ~ect a transportation f~cili~ shall assure <br /> that allowed &nd uses are consistent with the identified fi~nction, capacz06 and <br /> performance standards (e.g. level of se~ice, volume to capaciO' ratzon etc.) of the <br /> facili(v. This shall be accomphshed by either: <br /> <br /> (a) Limiting allowed land uses to be consistent with the planned fimction, <br /> capacity, and performance standards of the transportatton facility; <br /> <br />Exhibit D - Page 6 <br /> <br /> <br />
