amendments are consistent with Goal 13. <br /> <br />Goal 14 - Urbanization: To provide for an orderly and efficient transition from rural to urban <br />land z~se. <br /> <br /> For the properties involved in this application, all necessary urban services are in place. <br /> Therefore, the amendments are consistent with Goal 14. <br /> <br />Goal 15 - Willamette River Greenwa¥: To protect, conserve, enhance a?~d mmntam the natural, <br />scenic, historical, agricultural, economic and recreational quahtws of lands along the <br />Wfllamette River as the Willamette River Greenway. <br /> <br /> The subject property is not within the Willamette River Greenway. Therefore, this goal is <br /> not relevant and the amendments will not affect compliance with Goal 15. <br /> <br />Goal 16 through 19 iEstuarine Resources, Coastal Shorelands, Beaches and Dimes, and Ocean <br />Resources): <br /> <br /> There are no coastal, ocean, estuarine, or beach and dune resources related to the property <br /> or involved in the amendment. Therefore, these goals are not relevant and the <br /> amendments will not affect Metro Plan compliance with Goals 16 through 19. <br /> <br />(b) Adoption of the amendment must not make the Metro Plan internally inconsistent. <br /> <br />The amendments are consistent with the Metro Plan diagram and text. Those Metro Plan <br />policies that are arguably applicable are addressed below. <br /> <br />1. Metro Plan Hous~n~ Policy A-2 Residentially designated land within &e UGB should be <br /> zoned consistent with the Metro Plan and apphcable plans and policies; however, <br /> exzsting agricultural zoning may be continued wtthzn the area between the city hmits and <br /> the UGB until re-zoned for urban use. <br /> <br /> The applicant proposes to re-designate approximately 16 acres of land. While this <br /> application does not include a re-zoning action, the applicant has stated the intention of <br /> ultimately re-zoning the property, consistent with the underlying designation. As <br /> discussed above, publicly owned land is generally not considered available for residential <br /> use; the subject area was not identified in the 1999 Residential Lands Study as available <br /> for residential use. Thus, the proposal to re-designate, and ultimately re-zone these lands <br /> for Government and Education use is consistent with Metro Plan Housing Policy A-2. <br /> <br />2.
