The applicant has stated the intention of redeveloping the area with a mix of educational, <br /> research, and residential uses. Re-designation of the area to Government and Education~ <br /> followed by re-zoning to the PL Public Land zoning district which provides for <br /> development of those uses, is consistent with Housing Policy A-22. <br /> <br />(c) Metro Plan Housing Policy A-25 Conserve the metropolita?t area's supply of exzsting <br /> affordable housi~g and increase the stab~hly a~d quahty of older residential <br /> neighborhoods through measures such as revitalization, code enforcement, appropriate <br /> zomng, rehabilitation programs, and relocation of existing structures, traffic calming, <br /> parking requireme;tts, or public safety considerations. These actions should support <br /> planned densities in these areas. <br /> <br /> The University (State Board of Higher Education) owns all but nine of the 122 tax lots <br /> within the East Campus area. The applicants state their intention of redeveloping the site, <br /> over time, with a mixture of educational, research and residential uses and of selling <br /> existing houses on future development sites to local house movers for relocation to other <br /> sites. The application proposes retaining R-1 Low Density Residential zoning along <br /> Villard Street to ~buffer" adjacent low- density development from future institutional <br /> developmenL The application contains no proposals for rehabilitation programs, traffic <br /> calming projects, new parking requirements or public safety initiatives. The proposed <br /> zoning and plans to relocate existing structures are consistent with Housing Policy A-25. <br /> <br />(d) Metro Plan Housin~ Policy A-35 Coordinate local residential land use and housing <br /> planning with other elements of this plan, including public fi~c~lities and services, and <br /> other local plans, to ensure co~sistency among pohcies. <br /> <br /> The proposal, if adopted, would clarify the Metro Plan Diagram, and, by extension, Metro <br /> Plan policies related to the arrangement of land uses in the region~ by applying the <br /> Government and Education designation to parcels owned by the University (State Board <br /> of Higher Education). The Government and Education designations represent two of <br /> three categories described, in the Metro Plan, as Public and Semi-Public. As the Metro <br /> Plan provides for designation of publicly- owned land as Government and Education, the <br /> change from High Density Residential and Medium Density Residential to Government <br /> and Education represents a clarification of intent that furthers policy consistency and <br /> supports Housing Policy A-35. <br /> <br /> (e) Metro Plan Environmental Design Policy E-4 Pubhc and pr~vate fac, lities shall be <br /> designed and located in a manner that preserves and enhances desirable features of local <br /> neighborhood areas and promotes their sense of identi~. <br /> <br /> The proposed amendments include several policies and other elements intended to <br /> <br /> Exhibit D - Page 11 <br /> <br /> <br />
