MINUTES <br />Eugene City Council <br />McNutt Room --City Hall <br />777 Pearl Street — Eugene, Oregon <br />June 25, 2012 <br />5:30 p.m. <br />COUNCILORS PRESENT: George Brown, Pat Farr, Betty Taylor, Andrea Ortiz, George Poling, <br />Mike Clark, Chris Pryor, Alan Zelenka. <br />Her Honor Mayor Kitty Piercy called the June 25, 2012, work session of the Eugene City Council to <br />order. <br />Animal Services Update <br />Interim Animal Services Manager Kelly Darnell and Police Lieutenant Jeri Bills provided an update on <br />the new service delivery model for animal services, scheduled to begin July 1, 2012. <br />The councilors expressed an interest in frequent progress reports and good communication to the public <br />about the transition. <br />Motion on Cost of Living Adjustment <br />MOTION AND VOTE <br />Council Brown moved, seconded by Councilor Farr, that the City Council and Mayor forego the <br />2.9 percent cost of living adjustment for FYI that otherwise would be due under the Eugene <br />Charter. <br />PASSED 8:0 <br />A. EXECUTIVE SESSION <br />Pursuant to ORS 192.660(2)(i) <br />The Eugene City Council met in Executive Session to review and evaluate the performance of an employee. <br />B. WORK SESSION <br />Police Auditor Annual Performance Review <br />The Mayor and councilors each expressed their appreciation for the job Police Auditor Mark Gissiner is <br />doing. Specific suggestions from the councilors included the following: engage with the community <br />more; develop a marketing strategy; assist the University of Oregon to set up an oversight system; meet <br />one -on -one with all councilors; and reach out to a wider audience for feedback on the program's efficacy. <br />The council discussed compensation for the Police Auditor relative to other department executives. <br />MOTION AND VOTE <br />Councilor Pryor moved, seconded by Councilor Ortiz, to give the Police Auditor a step increase but <br />no Cost of Living Adjustment (COLA). <br />PASSED 8:0 <br />MINUTES — Eugene City Council June 25, 2012 Page 1 <br />Work Session <br />
