Exhibit B Metro Plan Diagram Amendments: Federal Courthouse District Downtown Plan Nodal Development Designation Findings demonstrating consistency of the proposed Metro Plan Amendments (Files MA 03-2 and MA 03-3) with EC 9.7730(3). CRITERIA FOR EVALUATING PROPOSED METRO PLAN AMENDMENT EC 9.7730(3)(a) The amendment must be consiste~t wtth the releva~t statewicte pla~zning goals adopted by the Land Conservatton and Development Commisszon; and EC 9.7730(3)(b)Adoption of the amendment must not make the Metro Plan internally inconsistent. EVALUATION OF PROPOSED METRO PLAN AMENDMENT EC 9.7730(3)(a) The amendment must be consistent with the relevant statewide planning goals adopted by the Land Conservation and Development Commission. Goal 1 - Citizen Involvement: To develop a citizen involvement program that insures the opportu~ity for citizens to be tnvolved in all flhases of the pla~mi~g process. The City has acknowledged provisions for citizen involvement which ensure the opportunity for citizens to be involved in all phases of the planning process and set out requirements for such involvement. The action taken did not amend the citizen involvement program. The process for adopting these amendments complied with Goal 1 since it complied with, and surpassed the requirements of, the citizen involvement provisions. The Metro Plan amendment applications, MA 03-2 and MA 03-3, are subject to the public notification and hearing processes adopted by the City of Eugene in EC 9.7720 and 9.7735, as modified by the Eugene City Council under EC 9.7750(I), and in EC 9.7520. On May 16, 2003, the City delivered notice of the proposed Metro Plan amendments to the Department of Land Conservation and Development. On May 14, 2003~ the application was referred to the City of Springfield and Lane County consistent with EC 9.7520(2) and 9.7720; as well as all neighborhood groups, and other interested parties. On May 30, 2003, notice was mailed to all owners and occupants of property within the Downtown Plan Area. Also on May 30, 2003, notice of the Metro Plan amendments was mailed to owners of property located within 300 feet of the Downtown Plan area. Notice of the Metro Plan amendments public hearing was published in the Register-Guard on June 11, 2003. The Planning Commission held a Public Hearing to consider the refinement plan adoption and Metro Plan amendments on July 1~ 2003. Exhibit B to Or&nance 20315 - 1
