At its July 23, 2003, work session, the council agreed to convene process sessions three times <br />annually, immediately following each council break. <br /> <br /> <br />BACKGROUND <br /> <br />Since the November 21, 2005, process session, several items have been suggested by councilors that <br />lend themselves to deliberation in a process session setting. These include: <br /> <br />? <br /> <br />Clarification of when Agenda Item Summaries should have City Manager-recommended <br />motions; <br />? <br /> <br />Protocol for contingency requests from nonprofit entities (continuation of discussion from <br />November 21, 2005, process session); <br />? <br /> <br />Public forum/public hearing protocol; <br />? <br /> <br />Criteria for cancelling council meetings; <br />? <br /> <br />Council polls for work sessions—timing of getting them on the tentative agenda; and <br />? <br /> <br />City Council/staff relations and its implications for the organization, council, and the electorate. <br /> <br />Betsy Shepard, longtime 4J administrator, will facilitate the meeting, in order to allow the Mayor to <br />fully participate in the discussions. <br /> <br /> <br />RELATED CITY POLICIES <br />No related City policies are relevant to this discussion. <br /> <br /> <br />COUNCIL OPTIONS <br />The council may provide input and direction for staff follow up on the issues discussed.
