City of Eugene City Hall Complex Master Plan
Community Forum #1-Summary Report

. There was discussion at some point to luring non-profit groups i.e., Women Space, that
benefited by being in close proximity to police services. What has become of this idea? I
recall Women Space, at one point anyway, wanted this relationship.

. It seemed like a sadly confusing and cumbersome process tonight. I'm glad I came anyway
because I appreciate that you took all comment down and invited us to write down any that
didn't get voiced.

. City planning should be centered on utilizing existing resources more than spending extra-
even if it's "in the budget". The presentation could have included the lowest cost plans as A
& B & not left it out. Since you didn't include it on the overhead, display, I lost trust in the
process-seems misleading.

. How is this structure going to be paid for, and what services and needs are not being funded
to build this structure?

. Mayor Piercy has stated that she thinks a good place for an expanded farmer's market is in
the city hall complex. Why is it not included?

. Next session: Have a roving microphone for public comments so we can hear.

. The only reason to redo city hall is to make it earthquake proof. Without the police patrol in
the building, the city hall does not need fixing.

. Broader base of participation: How can we increase the diversity of comments? This group is
the usual public process "groupies". All generally anti-government. How about a "kid's
night" to draw families or other ways to attract broader range of ideas.

. The police need to be watched in a clear bubble building by the public and civil rights
advocates.

· I agree! (sort of).

. Minimize impact of opinions of those who just don't believe in government.

. You need to reestablish public trust; many feel this is already a done deal.

. Where were all of the other councilors and Mayor? Betty Taylor was the only one present.

. Are meetings between design team and council open for public observation?

. Downtown based on the Pareto Principle, The 80/20 rule. Business: 20% of goods, services,
and customers accounts for 80% of the business. Which single enterprise, besides
governance, has the most draw to downtown? It has local material, production, and transport.
It not only has a major draw but fills a basic need. It has an exponentially expanding
customer base. It is so successful that it is looking for more space. It keeps money local
instead of removing it. It is not empty storefronts and offices. It is not a gamble of a tax
subsidized anchor store. It is not based on the SEPARATE ISSUE of high density. It is
locally grown food, The Farmers Market. The Pareto business tool shows that expanding the
Farmers Market is a much more viable and proven option than Whole Foods. The Pareto
business tool shows we are wasting our time and revenue on Whole Foods. We really should
be talking about our FARMERS MARKET having too little space and how to expand its
space Happy Humus!

. I am very much in favor of a new City Hall.

. Include as many non-Western, non-European images and touches as possible.

The JD White Company, Inc.

Page 20

April 2006
