Exercise fiscal responsibility

B. Produce government efficiency

C. Be user-friendly

D. Embody environmental stewardship

E. Enhance downtown

F. Inspire civic pride

G. Maximize use of City Hall public spaces by the public and access to government and its
representatives

H. Strive for simplicity

I. Plan for the future

Each group was asked to consider the question: "Which five of the project values are the most
critical decision-making guides for this project to gain your support?" After small group
discussion, individuals placed dots next to the five values they felt were most critical and
recorded comments on blank paper. Graphs illustrating the results of each question were
displayed and a large group discussion ensued. Additional values were suggested in small groups
and received votes from people at those tables. These additional values are tabulated as "other"
and are included in the comments section below.

The JD White Company, Inc.

Page 2

April 2006
