Section 2. The Metro Plan — official Plan Boundary Map, depicted in Section 11-G pages 19 and 20 • the Metro Plan and contained in Exhibit C to this Ordinance is hereby repealed and replaced with the amended Plan Diagram Map contained in Exhibit D attached 2nd incorporated herein, to reflect a new Metro Plan boundary that is coterminous with the City itif Springfield Urban Growth Boundary east • Interstate 5. Section 3. The prior policies and plan designations repealed • changed by this Ordinance remain in full force and effect to authorize prosecution of persons in violation thereof prior to the effective date of this Ordinance. Section 4. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such section shall be deemed a separate, distinct and independent provision, and such holding shall not affect the validity of the remaining portions thereof. Although not part of this Ordinance, the Eugene City Council adopts findings and conclusions in support • this action as set forth in Exhibit E attached and incorporated here by this reference.
